Hillsborough County was organized on January 25, 1834, as Florida's 19th county. It is named for Wills Hill, British Secretary of State to the Colonies from 1768 to 1772.
The 2020 Census counted 1,459,762 people here. The Census Bureau's July 1, 2025 population estimate is 1,574,115, a 7.8 percent change from the April 1, 2020 base. Tampa is the largest municipality, with a 2020 Census population of 384,959 and a July 1, 2025 Census estimate of 413,554.
The county had an estimated 664,934 housing units on July 1, 2025. The owner-occupied housing unit rate was 61.5 percent for 2020-2024.
Common problems
- Broken spring. You may hear a loud bang from the garage, then find the door too heavy to lift. Springs hold the door's weight under high tension, so replacing them is a job for a trained technician.
- Snapped or loose cable. The door hangs crooked or one side drops. Cables work with the springs, so they're often damaged together.
- Door off its track. Rollers come out of the track after a bump or a worn part, and the door jams partway.
- Opener problems. The motor hums but the door doesn't move, the remote stops working, or the door reverses before it closes. Dirty or misaligned safety sensors are a common cause.
- Storm damage. Strong wind can bend panels, push a door out of its tracks or leave it unable to close securely.

What homes in Tampa Bay are up against
Two hurricanes in September and October 2024 sent measured wind gusts across Tampa Bay. The National Weather Service Tampa Bay office's summaries list these maximum gusts:
- Hurricane Milton, October 9, 2024: 101 mph at Albert Whitted Airport in Pinellas County, 93 mph near Tampa International Airport in Hillsborough County and 59 mph near Zephyrhills in Pasco County.
- Hurricane Helene, September 2024: 73 mph in Pinellas County, 68 mph in Hillsborough County and 56 mph in Pasco County.
For Helene, the summary adds that peak gusts were generally 65 to 75 mph in Pinellas County and 60 to 70 mph in Hillsborough County.
Storms that hit close to home
Hurricane Helene made landfall near Perry, Florida, as a Category 4 hurricane around 0310 UTC on September 27, 2024. Storm surge inundation reached 5 to 7 ft above ground level within Tampa Bay. The National Hurricane Center reports two storm-surge deaths in Hillsborough County and at least 419 homes destroyed in Pinellas and Hillsborough Counties combined.
Hurricane Milton came ashore at Siesta Key on October 10, 2024. Tampa International Airport recorded a gust of 83 kt and 11.73 inches of rain. The rain caused widespread river and urban flooding in the St. Petersburg-Tampa area, with record-high crests on the Hillsborough River.
Hurricane Idalia (landfall near Keaton Beach, August 30, 2023) brought 3 to 5 ft of surge above ground level to an area that includes Tampa Bay. The City of Tampa reported flooded, impassable streets along the bay. On January 9, 2024, an EF1 tornado with 90 mph winds struck near Odessa and collapsed several pool cages.

Permits and rules
Hillsborough County Development Services handles permitting for all of unincorporated Hillsborough County. It says construction needs an appropriate building permit and that all building plans are reviewed for compliance with the Florida Building Code.
Non-structural work valued under $7,500 on a single-family residence is exempt from a building permit if the owner or owner's contractor applies on HillsGovHub with a document showing the scope and value of the work. Exterior door replacement is listed among possible exemptions. State law, s. 553.79(1)(g), requires local governments to exempt single-family owners' work valued at less than $7,500, except work in a flood hazard area and any electrical, plumbing, structural, mechanical or gas work.
Section 489.113(6) directed the licensing board to establish by July 1, 2025 a voluntary specialty category for window and door installation, including garage door installation. Such categories do not create a mandatory licensing requirement.
What affects the cost
Prices vary by provider, so ask for a quote before any work starts. What usually affects the price:
- Which part failed, and whether related parts, like the second spring or the cables, should be replaced at the same time
- The size and weight of the door
- Repairing the door versus replacing it, and the new door's material and insulation
- Wind-rated or impact-rated doors, and any permit the job needs
- Same-day, night or weekend service

Questions people ask
Is it safe to open a door with a broken spring?
It's best not to. Without a working spring, the door's full weight rests on the opener or on you, and it can drop suddenly. Leave it closed if you can and call for help.
Should both springs be replaced?
Doors with two springs usually have springs of the same age, so when one breaks the other may not be far behind. Your provider can tell you whether replacing both makes sense.
Who will come to my home?
An independent garage door provider who serves Westchase. Main Street Garage Door Repair connects you; the provider does the work and sets the price.
Do I pay for the call?
No. The call and the referral are free. You only pay the provider if you hire them.
