Storms that hit close to home

Hurricane Charley's center passed near Kissimmee and Orlando around 0130 UTC on August 14, 2004, when Orlando International Airport recorded sustained winds of 69 kt with a gust to 91 kt.
Hurricane Frances (landfall September 5, 2004) brought the airport 47 kt sustained wind and a 60 kt gust, and Jeanne (landfall September 26, 2004) 53 kt sustained with a 67 kt gust.
The National Hurricane Center says 10 to 20 inches of rain from Hurricane Ian in central and eastern Florida caused major flooding along waterways including the Little Wekiva River and Shingle Creek, affecting Orange County. Its report includes a photo of rescue workers in Orlando on September 29, 2022.
For Hurricane Milton (landfall October 10, 2024), the airport recorded a 76 kt gust and 4.28 inches of rain. The National Weather Service Melbourne summary lists 14.83 inches at the Orlando West cooperative observer station among the ten highest rainfall totals in its east central Florida area.

Permits and rules
Building permits in Orlando are issued by the City's Permitting Services Division (400 South Orange Avenue; 407.246.2271). Plans are submitted digitally through ProjectDox, and a recorded Notice of Commencement is required when the project value exceeds $5,000.
Since July 1, 2026, state law (HB 803) exempts owners and contractors of single-family dwellings from needing a building permit for work valued under $7,500. The City's guide says structural work including windows and doors, electrical, plumbing, mechanical or gas work, and any work in a flood hazard area cannot be exempted.
Before receiving a residential construction permit, a contractor must file a State of Florida Contractor's License, Contractor's Business Tax Receipt, proof of Worker's Compensation insurance, Surety Bond and Competency Card (registered contractors only), and a Special Power of Attorney if applicable.
Under s. 489.113(6)(b), Florida's certified specialty contractor categories, which include window and door installation with garage door installation, are voluntary and create no mandatory licensing requirement.
